Add a function "get_annotation_data_for_symbsub_tier" which deals with symbolic subdivision type tier to get there annotations and times codes.

While basic tier has this structure in the eaf file, with TIME_SLOT_REF attribut:

BEJ_MV_NARR_05_eritrea_001 Symbolic tier refer to an other: tigabaːteːtiːb / The function was developed by Christian Chanard (https://github.com/cchanard)
