Problem description

Our CI was labeling PRs automatically in the past, but it stopped working and it was disabled.

Try out other solutions, like actions/labeler.

Steps to reproduce

The auto labeler was disabled because of permissions constrains, so there is no reproducibility.

Current behavior

PRs are only labeled by users or OpenShift Bot.

Expected behavior

PRs should be automatically labeled based on the files they change.
