Split this out from #151 so it is easier for @dorny to review and hopefully ship

This would be very helpful for me in my pipeline! I am trying to use paths-filter together with another action (SamhammerAG/last-successful-build-action@v4) to achieve something like what this user asked for: https://github.com/dorny/paths-filter/issues/96

Right now SHA detection from the other action works fine but paths-filter refuses to change the base branch because it's triggered by a PR...
