Add upgrade script #19

Adds a script which makes upgrading instances of komplett-normale-busliste easy, by automatically figuring out which migrations need to be applied. Closes https://github.com/dorodere/komplett-normale-busliste/issues/11.

(originally #18, but I messed up the commit history of that one)
