I need to set up the development environment
So that I can begin working on the customer accounts microservice

Details and Assumptions

Ensure all necessary tools and dependencies are installed.
Confirm the development environment is configured correctly.

Acceptance Criteria

Given a fresh system
When I follow the setup instructions
Then the development environment should be fully operational
