I followed above, but when selecting APFS formatted disk in installation gui,
it said "Your Mac needs a firmware update in order to install to this volume. Please select a Mac OS Extended (Journaled) volume instead."

Kernel -> Quirk -> CustomSMBIOSGuid -> True PlatformInfo -> UpdateSMBIOSMode -> Custom

I can install Monterey on APFS volume without error. (Can select APFS disk?volume?, and installation progress goes on)
