Renamed Attributes:
- _actor_infos_ts to_state_ts
- _actor_infos to _state
Added Attribute and Properties:
- _time for current sim time, thanks @Impelon closes #208 => time to get _time
- state to get _state
Updated Methods:
- _recv_data() to handle new state structure
- refactored _get_*_ts() functions to share code in _get_ts_range()
