Implement Service Channel Class

The Channel MUST behave as a RTP Relay Channel. Providing relay between 2 
different UDP ports.

Features:
* Dynamic bind
* Packet Throttle
* Inactivity Callback

* Inactivity Callback
* Use even ports allocating extra channel for RTCP on +1 port basis
