Unable to download VTL files #19115

We are unable to download vtl files from our backend, when you click in the download button is not downloading anything

To Reproduce

Login as admin
Go to site browser
Browse some vtl file
Open to edit
Click in the download button

Expected behavior We need be able to download without problems

Desktop (please complete the following information): Tested on mater // Postgres // FF
