Pushing demo site is not properly including containers as files #22030

Describe the bug Pushing demo site is not properly including containers as files. The container folder is included and also most of the files but the "container.vtl" file is missing.

To Reproduce Steps to reproduce the behavior:

  1. Configure sender with starter and receiver with empty starter
  2. Push demo.dotcms.com from sender to receiver
  3. Go to demo's homepage on the receiver Problem: You will see no content on the page

Expected behavior Page at the receiver should include content

Workaround Pushing the container.vtl files individually for each container as file missing and flush the Multitree and Velocity2 cache regions

What happens if you run the integrity checker before you do the initial push?
