User Story

As devs/QAs, we need to get a notification on the developer channel on Slack when tests runs fail on merges to master/main branch.

Acceptance Criteria

A message to the developer channel on Slack is sent when the tests run fails on a merge to master/main branch.

The message needs to include the same info that's include on messages to the core ci-cd channel on Slack.
