User Story
As a dotCMS administrator, I want the vanity URL "URI" field text box to automatically decode URL-encoded text, so that it is easier to add URLs with special characters. Web browsers will automatically convert URLs with encoded characters into the decoded version, so it would be helpful to have an easy way to decode the URI.
Acceptance Criteria
When saving a vanity URL with encoded URI, automatically decode the URI to have the special characters
