CLI: CLI should have backwards compatibility #29398

Task

The user should be able to always use the latest CLI version without needing an exact matching dotCMS version instance, meaning, the CLI should have backwards compatibility to at least 24.04 dotCMS version.

Latest CLI should work as expected in latest and a 24.04 dotCMS.

Keep in mind that this does not mean that we need to backport features to 24.04. It is ok if new cli functionality does not work in 24.04 - though we should try to show a meaningful error message.
