Version tag is updated regardless of whether Github action completed without error or not #60

For example https://github.com/dotherightthing/wpdtrt-npm-scripts/actions/runs/2917490444 failed, but https://github.com/dotherightthing/wpdtrt-npm-scripts/tree/0.3.37 was created.

I think tag is pushed regardless of action. However as of cc9e8961e9e04da55b8011398e9e5180fae66239 the release should only be created if the build job was successful.
