add instructions to create entries in Windows 11 for virtual hosts

We abandoned this approach in favor of *.localhost virtual hosts, because they don't need additional entries in the OS's hosts file - PR here Instructions for the new approach are already documented here. Unless there's any issue with the new approach, I see no reason for going back to *.local domains.
