Not sure if is a good idea to update to 1.8.0 
Maybe wait for first bugfix release, like 1.8.1 which i feel will come soon ?

1.8.0 is release as stable by zend, please make it available to the pear 
installer.
If someone don´t want to install the most up-to-date version he can use the 
installer
this way:
pear install zend/zend-1.7.8

are you sure we can install an older version with :
pear install zend/zend-1.7.8  ?
In that case, indeed, as this was the main concern , i think it worth to 
upgrade the
main package to 1.8.0
