Release Dotmesh #622

The current Dotmesh version you can get from get.dotmesh.io is so outdated it won't work with the Dotmesh we're running on Dotscience (something to do with the SSL setup, I can't remember the exact details). But we've also made LOADS of reliability improvements and bug fixes. We should release that thing.

Also: Decide if we want to change our Dotmesh release process to make it match all the other Dotscience components, eg "Place a semver tag and it gets deployed as such", rather than the special versioner and branches. We'd still keep the manual step to mark a given build as "latest", though.
