@natemcmaster @pranavkm can you guys take a quick look at this PR from @bradwilson to make sure it looks like the way we generally want csproj files to look like?

This will eventually be "just another repo" in our Coherence build and part of the 2.0 wave.

We'll need to add more stuff then, like Internal.AspNetCore.Sdk and KoreBuild, but we can do that in a follow up PR.
