Make Candidates Page Random #39

This PR includes an enhancement to the candidate's page where an individuals photo is displayed in a grid. Additionally, we are randomizing the candidate page (using JavaScript) to help folks get a much more fair opportunity to be seen by .NET Foundation voting members.

The screenshot is a random result for loading the page.

Amazing! I was planning to do almost the exact same thing, including the random order and card style layout with pictures, tonight... but you did it even better. Merged. You rule!
