Using guidance from https://help.github.com/en/articles/about-issue-and-pull-request-templates

[x] Creates ISSUE_TEMPLATE directory
[x] Moves the candidate statement to a .md file within that
[x] Creates a template for candidate questions
[x] Adds wording & visibility on asking questions to the main site

Per discussion in the gitter chat, We'll assume candidate-question is the label that will be used for all questions.

@dotnet-foundation/candidates -- testing the use of this group name to let you know that we're working on setting up a question submission via GitHub (per the gitter chat). This is a work in progress, but figure better to let everyone know sooner than later :+1:

@jongalloway FYI the gemfile.lock shows as changed but just to be sure I double-checked the "changed" contents against the one in master and they're identical according to BeyondCompare. So I verified that the changes were reverted.
