Overall I quite like what's proposed, well done. As for the project forge I've got some specific things that I'd like to see the foundation help champion. Over at https://www.arewewebyet.org/ the rust ecosystem is doing a similar approach. If you aren't familiar with it please become familiar with it. I'd love to see this website for dotnet. I think the .net foundation should run the website/the initiative and use it to nudge the community to step up/lift the ecosystem.
