I'd like to add what's new in Localization in the upcoming release. @Rick-Anderson please let me know if it's the right time to add such topic

And when it's approved, I'll surround the changes with  and merge. Then I'll move that to Content: What's new in ASP.NET Core 8.0 Content Source: aspnetcore/release-notes/aspnetcore-8.0.md

That way you'll get credit for the merge and there will be a paper (git) trail and it won't tie up the what's new doc.

Edit/Update: Also update the doc for new features. Those changes won't be commented out or moved. That should be in the .NET 8 monikers.
