Add button to Extensions menu by default #332

In VS 2019, the menu button for opening the ResX Manager is still located in "Tools" menu. Many other extensions (e.g. ReSharper) are already using the "Extensions" menu.

Please move the button by default from "Tools" to "Extensions".

I would expect lots of issues like "menu entry missing after update", but can't see the real benefit of this.
