Update failure (1.81 --> 1.82): "This extension is already installed to all applicable products." #632

Describe the bug Can anyone reproduce this? (or is this just yet another buggy VS problem?)

I am just trying to update from version 1.81.6225.0 to 1.82.6259.0: afbeelding

But I am getting an error that the extension is already installed: afbeelding

To Reproduce See above. It does not matter how many times I try it. It fails every time over again.

Expected behavior This update should succeed.

Visual Studio 2022 version: 17.9.0
