The macOSX pipeline is busted for .NET 9 Preview 4. Merging as this will get fixed by arcade soon enough.

Looks like this was fixed by the move to the macos-13 images. I think a recent arcade bumped to .NET 9 Preview 4 which brought in new dependencies for that platform that required at least macos-12.
