openssl req -new -x509 -newkey rsa:2048 -sha256 -nodes -keyout mssql.key -subj "/CN=$(hostname)" -addext "subjectAltName = DNS:$(hostname),DNS:localhost" -addext "extendedKeyUsage=1.3.6.1.5.5.7.3.1" -addext "keyUsage=Key Encipherment, digitalSignature" -addext "subjectKeyIdentifier=hash" -addext "authorityKeyIdentifier=keyid,issuer" -out mssql.pem
and follow the rest of the steps from this article.
If that gives you hard time to work with, simply create a Certificate Signing Request(CSR) with above values and sign the certificate from there. That should solve your issue.
Keep in mind that SAN from CSR file are not ported to certificate by default. you need to edit the default openssl.cnf file in the section it states:

you just need to uncomment the copy part.
Also this is not a SqlClient issue. It merely is a certificate creation issue on Ubuntu. The only part that SqlClient could be improved is by providing a better error message, which is a work in progress and will probably be available on our next preview release . In your case RemoteCertificateValidation
returns with RemoteCertificateChainErrors
and there is nothing more that could be done from the client side driver.
