Unplugging then replugging physical device causes rebuild #1947

Steps to Reproduce

  1. Run a debug Xamarin Android build on a physical device through Visual Studio on Windows.
  2. Unplug then replug the device.
  3. Run the project again, notice that Xamarin Android project rebuilds.

Note this is occurring as when you click run in Visual Studio, the first thing that happens is the Android project's csproj.user file is written to (with the exact same contents as before). Then Visual Studio detects the updated timestamp of the file and triggers the build to occur.

If there was a check to not write out the SelectedDevice/DefaultDevice in the csproj.user file if they are same as what is there currently, I believe the issue would be fixed.

Expected Behavior

Running the project after unplugging and replugging the device causes the project to deploy and run.

If this is still an issue:

This issue likely occurs in the Visual Studio integration, which is owned by a different team who does not use GitHub for issue tracking.

Please use the tools available inside of VS to report this issue. This allows the issue to be routed to the correct team, and provides them the correct logs they need to diagnose it.
