Get approval to sign with MicroBuild in Stage-Dotne-Prepare-Artifacts Pipeline #2846

To enable signing with MicroBuild in the new Stage-Dotne-Prepare-Artifacts pipeline (first part of the staging pipeline) we need to request approval as described in the MicroBuild documentation
