Make `darc` work without a BAR token #3574

This makes the -p argument optional.

If provided, will use it in the auth header
If omitted, will try to authenticate using the browser auth flow using the InteractiveBrowserCredential
If omitted and --disable-interactive-auth argument provided, will use AzureCliCredential
