Dependency flow subscription notifications are spammy #3597

There seems to be a problem with the subscription notifications feature in Maestro.

The expected behavior is for Maestro to notify a specific alias once whenever there is a failed dependency update PR. There seems to be a bug where the notifications keep coming every 5 minutes. See https://github.com/dotnet/arcade-validation/pull/4414 for a recent example.
