@dotnet/source-build-internal seems like the internal VMR is missing the internal/release/8.0.402 branch. Can you create it there? (I don't know where to fork it from)

This really isn't needed since we don't source-build anything outside of the 1xx branches... But we want to avoid the sync build failure.

I think we should disable the sync for this. I'm not sure why it fired, but there are no release/8.0.Nxx branches or internal branches higher than 1xx
