[BYOC] Roll out exploratory pool to dnceng #1161

Now that the feature flag has been turned on, roll out a test pool to dnceng for exploratory on a few queues.

Initial findings are the that pool does not appear for use in the dnceng instance, and yaml cannot reference it. Ongoing conversations with Azure DevOps on this.
