Description

Fixes incorrect API version groups when a only a group name is defined.

Add IEndpointInspector to determine if an Endpoint is for a controller action
Fix/unify group reporting for DefaultApiVersionDescriptionProvider and GroupedApiVersionDescriptionProvider
Fixes #1066
