Java signalr tests can't be debugged in VSCode #25512

After https://github.com/dotnet/aspnetcore/pull/25253, test debugging in VSCode doesn't work any more for the Java signalr tests, possibly because of the change to the project layout.

We've moved this issue to the Backlog milestone. This means that it is not going to be worked on for the coming release.
