FileResult action return type mishandled by ApiExplorer #30465

Describe the bug

ApiExplorer fails to recognise FileResult as producing a response, possibly because of this line.

To Reproduce

Kindly refer to this (very) minimal repro: https://github.com/Velorien/FileResultBug

In the Swagger UI the getFile1 method with the correct return type has an empty response but, when executed, correctly shows a file to download.

On the other hand, the getFile2 method does come with a response type but throws an exception described below.

Exceptions

Calling the api with the following signature ActionResult<FileResult> GetFile2(); causes this exception to be thrown. I imagine that it is the expected behaviour.

Because it's not immediately obvious that this is a bug in our framework, we would like to keep this around to collect more feedback, which can later help us determine the impact of it. We will re-evaluate this issue, during our next planning meeting(s). If we later determine, that the issue has no community involvement, or it's very rare and low-impact issue, we will close it - so that the team can focus on more important and high impact issues.
