HTTP/3: Refactor unidirectional streams #32158

A unidirectional stream either sends or receives. Currently, they're both represented by Http3ControlStream. There are many methods and properties on this type that are only used in one direction. e.g. an incoming control stream doesn't need a Http3FrameWriter.

Consider splitting this type in two.

We've moved this issue to the Backlog milestone. This means that it is not going to be worked on for the coming release.
