This one's ready for review.

Note that I've changed the structure of the devcontainers since for ML we'd need our own because some of the tools we're using are on .NET 6.

Not sure how you want to handle that. I could try and move everything under a single devcontainer but they you'd take on the AI / ML dependencies as well.
