Should BuildToolsInternal.sln be renamed?

It seems like CodeFormatter.sln is a better name, considering that this repro will only house CodeFormatter.

Thoughts?

@jaredpar I will do this, if you'd like. I suspect you're the only other one with stuff in flight right now that would need to deal with merges.

@ellismg the only change i have in flight ATM is the PR. So if you approve / merge that then this could be changed with 0 interference ;)
