Should this and https://github.com/dotnet/dnceng/issues/2627 be converted to epics? There's a really high number of resources to fix up (in the thousands), and there doesn't seem to be a single solution for all resource types.

AFAIK this is being worked on by the product teams, so I do think it should be removed from Ops. @ilyas1974 has the details.

It is being worked on by the product teams. I think we should leave it in Ops (as that is the type of issue it is), but we should assign it to them.
