Change AzDO app for NuGet.Client repo #2925

Use Azure Pipelines App instead of OAuth connection so that the repo is able to see the granularity of the steps.

Made the swaps to the connections for the pipelines affected by this change and it looks like the pipelines are still working as expected and the PRs are able to get the granularity of the pipelines as requested. Closing.
