Clarify the android testing story #3593

Currently, Helix supports 90 different android queues. We should investigate if all of these queues are still needed, and remove any queues that won't see active use.

@ilyas1974 is driving clarifying the ownership story of this entire space.

We're in the process of removing all the Ubuntu.1804 android queues. The Ubuntu 22.04 queues (all variety) are still needed as they are used for testing around release time.

In my opinion, we should not maintain queues that are not used regularly

As this is a longer term issue for sorting the android testing story, I'm removing this issue from the spike. Also assigned to @ilyas1974 who is working on the correct ownership model for this entire space.
