Disable/re-enable automation that breaks builds if helix queues haven't had updated images

As this is blocking production deployments, I will disable this check to unblock, and this should be re-enabled asap.

I'm cherry-picking this into https://dev.azure.com/dnceng/internal/_git/dotnet-helix-machines/pullrequest/41809 to unblock that PR. Once it is merged to main, we will need to ensure that the hotfix is also reverted from staging once pr 42123 goes in.
