Saw this warning in this pipeline run for dnceng-ci

[warning]1ES PT Warning: Job 'Windows_NT' uses the release tasks ["ServiceFabricUpdateManifests@2"] but is not marked as a release job. Release tasks will soon be disallowed outside of release jobs. See https://aka.ms/1espt/custom-release-job

At a glance I couldn't find a list of tasks that are considered release tasks, so we should see which other pipelines are starting to see similar warnings.
