Monitor coreappcompat queues #4380

Change https://dev.azure.com/dnceng/internal/_git/dotnet-helix-machines/commit/a8077ffe6ae8ee0e0d58fa8da5f0ec9d48f1c35d?refName=refs%2Fheads%2Fmain unmonitored Windows.10.amd64.coreappcompat* queues because new deployments broke during validation of the windows-new-edge artifact.

PR https://dev.azure.com/dnceng/internal/_git/dotnet-helix-machines/pullrequest/44218 is WIP to re-enable monitoring of the queue, but it's not quite working.

Triage: Routing to ops, but consider this a higher priority as unmonitoring queues gets bad after a while.
