The action item is a little strange in that it's about nuget.config in arcade-extensions, a repo that doesn't restore nuget packages, but also there is an open PR to add CFS configuration for NPM. I'm going to merge that PR and see if that helps with the action item.

The PR was actually really bad, pointing to a non-existing feed. I'm still trying to understand what this is asking us to do

There is a csproj in the repository, which means we need to add a nuget.config. I'll add a basic one pointing to the dotnet-public feed instead of nuget.org, and hopefully that gets the nagging emails to stop and the action item to go green
