Syncing status between AzDO Issue and dotnet/dnceng mirror issue

• [x] Update AzDO issue mirroring to mirror to dotnet/dnceng instead of dotnet/arcade
• [ ] Sync the status between the original issue in AzDO and the mirrored issue in dotnet/dnceng such that when the dotnet/dnceng issue is closed, it closes the original in AzDO.

Remaining work here would've been a way to sync the status between the original AzDO issues and the mirrored GitHub issues (e.g., if the GitHub issue is closed, the associated AzDO issue is also closed).
