Move ImageBuilder Linux Dockerfile back to Alpine floating tag #1166

The ImageBuilder Linux Dockerfile was pinned to Alpine 3.17 in https://github.com/dotnet/docker-tools/pull/1165 (explanation inside)

This should be moved back to the floating tag once https://github.com/dotnet/docker-tools/issues/1161 is fixed.
