I'm deferring to @mthalman to decide when to merge this since it contains his EOL changes and https://github.com/dotnet/docker-tools/pull/1364 is still open.

This is fine to merge. It includes the changes from https://github.com/dotnet/docker-tools/pull/1358. Nothing currently consumes this command.
