Remove System:DockerfileGitCommitSha and System:TimeStamp variables #1398

These will no longer be used after https://github.com/dotnet/dotnet-buildtools-prereqs-docker/pull/1178 is merged. Support for these system variables should be removed to keep the code base clean.
