Push EOL annotations in publish stage #1413

Contributes to https://github.com/dotnet/docker-tools/issues/1201

Updates the publish stage of the common pipeline infrastructure to support pushing EOL annotations.

This is opt-in behavior for consuming pipelines. A pipeline will need to set the publishEolAnnotations variable to true to opt in.
